  1. Preheat barbecue to high heat (400°F | 200°C).
  2. Combine all ingredients in a bowl, except shrimp. Mix well.
  3. Place one 18-inch piece of heavy-duty foil on the countertop and transfer mixture to foil.
  4. Fold foil into pack to prepare for the barbecue. Double wrap the foil pack with another layer of foil.
  5. Place foil packs on the grill over indirect heat. Grill for 20 minutes.
  6. After 20 minutes, remove foil packs from the barbecue and add shrimp into each pack.
  7. Return foil packs to the barbecue and continue to cook for 10 minutes.
Garish each foil pack with fresh chives and serve hot.
