In a large saucepan, break up tomatoes with a spoon; add water, onion, celebery, bay leaves, seasonings and turkey drumsticks. Cover and bring to a boil; simmer 1-2 hours or until turkey is tender.
Remove turkey and bay leaves; bring sauce to boil and cook 10 minutes.
Meanwhile, remove meat from bones and chop. Discard bones.
Return chopped turkey to tomato mixture.
Add green pepper and cook until heated through. Serve on cooked rice.
