Put rice in a skillet or wok and dry heat (without oil) at medium heat. Mix frequently until rice takes a nice amber color for approximately 10 minutes. Allow to cool, then crush rice in a coffee grinder, a small mixer or with a mortar and pestle, until you obtain a fine powder.
Turkey garnish
Meanwhile, cook the ground turkey with a bit of water at medium high heat for approximately 10 minutes, stirring regularly. Once the turkey is opaque and cooked, add fish sauce, sugar, spicy powder, lime juice and 2 tablespoons of roasted rice powder. Mix well.
Pickled onion
In a bowl, put onion, boiling water, and vinegar. Marinate in the refrigerator for 20 to 30 minutes.
Assemble
Lay turkey over lettuce leaves. Add vegetables, pickled onions and fresh herbs. Top with peanuts or cashew nuts, if desired.
