Preheat oven to 325 F(160C). Grease a 9x13” (22.5 x 32.5cm) baking dish and set aside.
In Dutch oven over medium-high heat, sauté celery, onions, garlic, chives, salt and pepper in butter for 2-3 minutes.
Remove from heat and add mayonnaise, sour cream, milk, cheese, turkey and cooked noodles. Transfer mixture to prepared baking dish. Cover and bake for 25 minutes.
Combine topping ingredients. Sprinkle over top of casserole. Bake for an additional 5-10 minutes until cheese is melted.
